The United States, Russia, and China are locked in a competition to become the first nation to perfect military applications of artificial intelligence. The first country to perfect it will obtain a decisive strategic advantage over its adversary. The Biden administration has named AI a priority. The Department of Defense has dabbled with AI since the 1980s and its Strategic Computing Initiative that sought among other things to make U.S. spy satellites autonomous in the event of a nuclear attack that would destroy ground stations.
